You'll see the MacOS Utilities window choose "Disk Utility." Now you can choose to erase your startup drive, and choose "Mac OS Extended (Journaled)" as the operating system. To get around that problem, hold down the Command + R keys when you turn on your Mac and let go when the logo appears. If you want to format your Mac's system drive, you can't do that when the Mac is running normally because the drive is in use by the operating system. Click on 'OK' and wait till the drive is formatted.
You can also provide a label to the drive. Pick the file system as either FAT32 or exFAT under the file system dropdown. Right-click on the flash drive and click on 'Format'. Usually, you'll want ExFAT, which is the default for the MacOS. Open the Windows Search and look for Create and Format Hard Disk Partitions. list partition select partition Y, Y is the number of partition going to be formatted. Some external hard drives need to be plugged into an outlet to work. Its likely formatted for Windows (using NTFS) or maximum compatibility (using FAT32). Connect an external hard drive to your Mac. Type diskpart in the Run dialogue, and hit Enter.
